When the Legislature dissolved redevelopment agencies, it provided that any agreement between the redevelopment agency and the municipal government that created the redevelopment agency is not an enforceable obligation. (Health & Saf. Code, former § 34171, subd. (d)(2) (Stats. 2011-2012, 1st Ex. Sess., ch. 5X §7; Stats. 2012, ch. 26, § 6) (hereafter, section 34171(d)(2)).)
