Appeal from a judgment of the district court.

At the 1965 session of the Legislature of the State of Minnesota an act labeled Senate File 102, which prescribes the boundaries of senatorial and representative districts and apportions anew senators and representatives among the several districts, was introduced and passed by a majority vote of the Senate and of the House of Representatives. The bill, enrolled and signed by the presiding officer of each house of the legislature, was presented to the governor of this state. On May 24, 1965, he returned it to the Senate not approved…
