This matter is before the court following remand to the United States Department of Commerce (“Commerce”). In Hontex Enterprises, Inc. v. United States, 248 F.Supp.2d 1323 (2003) (“Hontex I”), this court remanded Commerce’s determination contained in Freshwater Crawfish Tail Meat From the P.R.C., 65 Fed.
