HILL, Justice.

[T1] John R. Jolley (Appellant) appeals a district court decision dismissing, for lack of standing, his action against the State Loan and Investment Board (the Loan Board), the Board of Land Commissioners (BLC), and the respective members of each Board (collectively the Boards) for allegedly altering their schedule of public meetings from a monthly to a bimonthly basis without complying with the Wyoming Administrative Procedure Act. 'We affirm.,
