MEMORANDUM OPINION
COLLEEN KOLLAR-KOTELLY, District Judge.
Plaintiffs Bruce and Susan Stein, on behalf of their minor son N.S., bring this action under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. §§ 1400 et seq. Plaintiffs claim that N.S. was denied a free appropriate public education (“FAPE”) as required by the Act by Defendants District of Columbia, Adrian M. Fenty, the Mayor of the District of Columbia, and Michelle A. Rhee, Chancellor of District of Columbia Public Schools (“DCPS”) (collectively, “Defendants”).
