The eight plaintiffs named above have each filed an individual petition for the writ of habeas corpus and the defendant has demurred to the prayer for relief contained in each petition. The same legal issue is raised in each of the defendant’s demurrers, and the following memorandum of decision applies equally to the demurrers to each of the eight above-named individual petitions.
