This appeal concerns whether state employees’ dates of birth must be disclosed pursuant to a request for information under the Texas Public Information Act. See Tex. Gov’t Code Ann. §§ 552.001-.353 (West 2004 & Supp.2007) (the “Act”). An editor from The Dallas Morning News requested a copy of the state employee payroll database from the Texas Comptroller of Public Accounts (the “Comptroller”).
