Before the court is the post-award bid protest of Chapman Law Firm Company, LPA (Chapman). Chapman alleges that the Department of Housing and Urban Development (HUD) breached the implied contract of fair dealing in connection with this procurement and awarded the contract to Harrington, Moran Barksdale, Inc. (HMBI) in violation of the terms of the Request for Proposals. Complaint (Compl.) at 1.
