In United States v. Blazier (Blazier I), 68 M.J. 439 (C.A.A.F.2010), we considered the admissibility of two multi-page drug testing reports from the Ar Force Institute for Operational Health, Drug Testing Division (“the Brooks Lab”) in light of Melendez-Diaz v. Massachusetts, — U.S. -, 129 S.Ct. 2527, 174 L.Ed.2d 314 (2009). Each report included (1) a cover memorandum summarizing the tests the urine samples were subjected to and the results of those tests, and (2) attached records, the vast majority of which were printouts of the machine-generated…
