This appeal concerns a proposed plan by the Peterson Companies, Inc. (“Peterson”) to build a waterfront entertainment and retail complex, to be known as National Harbor, along the Potomac River in the Smoot Bay area of Prince George’s County. The County Council of Prince George’s County, sitting as the District Council (“the District Council”) 1 approved a conceptual site plan for the project, and the Circuit Court for Prince George’s County affirmed in part and reversed in part the District Council’s decision.
