This case arises out of a grievance filed by Janet M. Miller, appellee, against the Comptroller of Maryland (the “Comptroller”), appellant, concerning the Comptroller’s method of computing compensable 1 work time when an employee travels from home directly to a remote work site, rather than to the regularly assigned office. Appellee claimed she was entitled to compensation for all of her travel time, without deducting the time normally spent commuting to the office. The Comptroller was of the view that appellee was not entitled to compensation for the time she would have otherwise spent…
