This appeal by plaintiff is from a final decree dismissing its bill in equity brought to restrain the enforcement of a city ordinance. In 1892 the Harrisburg and Mechanics-burg Electric Railway was chartered as a street railway company, under the Act of May 14,1889, P. L. 211, with power to construct and operate a line of railway, beginning at Second and Market streets, Harrisburg (a city of the third class), extending thence west in Market Street to Front Street and from there north in Front Street to Walnut Street, where, turning westerly, it crossed the…
