OPINION

Parker, District Judge.

The case before us is one on reserved constitutional questions, involving Article 15, Section 6 of the Con stitution of Wyoming, reading as follows: “No incorporated city or town shall levy a tax to exceed eight mills on the dollar in any one year, except for the payment of its public debt and the interest thereon.”

There are three plaintiffs in the case. We refer to them for brevity’s sake as the Hospital District, the Cemetery District and the Fire Protection District. The Hospital and Cemetery Districts were organized on or about September 6, 1949, pursuant to…
