Plaintiff, Tower Communications Company, brings this suit against Etco Engineers Testing Laboratory, Inc., seeking damages for alleged breach of contract. The United States of America, through the Bureau of Reclamation, as principal, contracted with General Dynamics Corporation, through its Strom-berg-Carlson Division, as prime contractor, for, among other things, the designing, building, and erecting of certain microwave towers.
