INTRODUCTION

Plaintiff Thomas Zembiec brings this action under the Americans with Disabilities Act (“ADA”), 42 U.S.C. § 12101 et seq., and 42 U.S.C. §§ 1983 and 1985, against the County of Monroe (“County”), the Monroe County Sheriffs Department (“Sheriffs Department”), Sheriff Patrick O’Flynn, and Undersheriff Gary Caiola.
