In this action challenging a final scope ruling issued by the United States Department of Commerce, International Trade Administration ("Commerce") regarding Atkore Steel Components, Inc. ("Atkore")'s cast iron electrical conduit fittings, Atkore moves the court to hold Commerce's Scope Ruling, that Atkore's cast iron electrical conduit articles fall within the antidumping order on certain malleable iron pipe fittings ("MIPF") from the People's Republic of China, unsupported by substantial record evidence or otherwise not in accordance with the law.
