I. INTRODUCTION
The plaintiffs in this action challenge the Environmental Protection Agency’s (“EPA”) “authorization” of pollution trading and offsets outlined in its 2010 Chesapeake Bay Total Maximum Daily Loads (“Bay TMDL”).
