I. Introduction

An arbitrator reinstated the employment of Appellee Tibor Kovacs after he was terminated by Appellant City of Arlington for violating numerous personnel rules. The issue we consider in this appeal is whether the arbitrator, in determining whether Kovacs violated the personnel rules as charged, exceeded his authority by relying on evidence of events that occurred after the City terminated Kovacs.
