This case comes before the Court on the petitioners’ Motion for Review of Special Master Elizabeth Wright’s Decision, Carraggio v. Secretary of Dep’t of Health & Human Resources, No. 93-438V, 1997 WL 74694 (Fed.Cl.Sp.Mstr.
