Alisa Bradley and Ronald Bradley (the Bradleys), on behalf of their minor daughter, Rachel Bradley, appeal the judgment of the United States Claims Court1 denying them compensation under the National Vaccine Injury Compensation Program, established pursuant to the National Childhood Vaccine Injury Act (Vaccine Act), 42 U.S.C. §§ 300aa-l through 300aa-34 (Supp. II 1990), for injuries allegedly caused by a diphtheria-pertussis-tetanus (DPT) vaccine administered to Rachel.
