WEIGEL, District Judge.

The motions before the Court in this matter concern plaintiff’s request for leave of the Court to file a supplemental complaint, pursuant to Federal Rule of Civil Procedure 15(d). Plaintiff Elmer “Gerónimo” Pratt, a former leader of the Black Panther Party, filed his original complaint for damages and injunctive relief on September 12, 1989.
