Jackie Allen is an innocent man. But in processing his application for federal housing assistance, the Oak Park Housing Authority treated him otherwise. After background checks revealed what the Authority said was a disqualifying criminal record, it suspended Allen’s application and discouraged him from attempting to clear his name.
