Plaintiffs are residents and misdemeanor probationers of Rutherford County, Tennessee who filed suit on behalf of themselves and those similarly situated. Defendants are Rutherford County, Tennessee (“the County”), Pathways Community Corrections, Inc. (“PCC”),1 and individual probation officers (“Individual Defendants”).2 Pending before the Court is Plaintiffs’ Motion for a Preliminary Injunction (Docket No. 36), to which Defendants have responded in opposition (Docket Nos. 39, 41, 51) and Plaintiffs have replied (Docket Nos. 44, 45).
