MEMORANDUM OPINION AND ORDER
BARBOUR, District Judge.
This case is presently pending before the Court on Motion of the Plaintiff for an award of attorney’s fees and litigation expenses. Litigation by black voters of Jackson challenging at-large city council elections has gone on for seven and a half years.
Jackson, Mississippi adopted a commission form of government with at-large elections in 1912, and since then no black candidate has been elected to the three-member Jackson City Council, despite the fact that Jackson is now 47 percent black in population. In February, 1977, pursuant to the…
