Lucynette Arroyo-Delgado (“Arroyo-Delgado”), personally and on behalf of her minor son “AGA”, filed suit against the Department of Education of Puerto Rico (“PR-DOE”) and the Commonwealth of Puerto Rico seeking relief pursuant to the *551Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq. (Docket No. 1.)
