Washington County refused to comply with an arbitration order requiring it to reinstate a deputy sheriff who had failed a drug test and lied about his use of marijuana. The deputy’s collective bargaining unit, the Washington County Police Officers’ Association (the association), filed a grievance with the Employment Relations Board (ERB), and ERB concluded that the county’s failure to comply with the arbitration order was an unfair labor practice.
