Once again we are called upon to review a decision of the Federal Labor Relations Authority over the scope of a federal agency’s duty to bargain under the Federal Sector Labor-Management Relations Statute, 5 U.S.C. § 7101 et seq. (1982 & Supp. III 1985) (“FSLMRS”). The FLRA, refereeing a dispute between the National Treasury Employees Union and a section of the Department of Agriculture over whether the agency was required to bargain over seven union proposals, found four negotiable and three non-negotiable. 1…
