MEMORANDUM OPINION

COLLEEN KOLLAR-KOTELLY, District Judge.

Plaintiff Courtney Anthony Bailey, a prisoner proceeding pro se and in forma pauperis, filed these two separate actions for damages under 42 U.S.C. § 1983 against law enforcement officials acting on behalf of the federal government and the District of Columbia. He asserts claims for a Fourth Amendment violation, false arrest, false imprisonment, and conspiracy, all arising from a single event.
