The majority concedes that Mrs. Murray did not exhaust her administrative ■remedies under the Civil Service Commission regulations (See 5 C.F.R. §§ 315.801-315.807 (1971)) before seeking injunctive relief in the district court. The majority opinion also recognizes the established doctrine that a court may not intervene with a decision on the merits before administrative remedies have been exhausted. See, e. g., Young *881v.
