These two lawsuits were filed on behalf of two developmentally disabled individuals, Thomas Mitchell and Jacob Harts-horne, who had been receiving in-home Community Living Support (CLS) services through the Michigan Department of Health and Human Services (HHS), administered by a local contract provider, defendant Community Mental Health of Central Michigan (CMHCM).
