— This appeal involves the question of whether Grant County exceeded its authority in establishing a boundary review board.

On May 3, 1983, the Grant County Board of Commissioners enacted a resolution, pursuant to RCW 36.93.030-(2)(a), 1 creating a review board. On May 26, 1983, cities Moses Lake and Ephrata, and the Town of Quincy com menced an action for declaratory and injunctive relief, and for a writ of prohibition to restrain Grant County, claiming the commissioners exceeded their authority in creating a review board by failing to establish the conditions enumerated in RCW 36.93.010…
