Petitioner, Cooper Energy Services (employer), appeals an order of the Workmens Compensation Appeal Board (Board) which affirmed a decision of a referee awarding benefits to the claimant, Alex Toth, for the loss of use of hearing in both ears for all practical intents and purposes.
