In this case, we are once again asked to determine the lights of several parties to priority in the balance due under a Government contract. On June 24,1970, the United States, through the Department of the Navy, contracted with T. G. Williamson, doing business as Williamson Construction Company, for the replacement of exterior siding on Johnson Housing (MEMQ), Naval Air Station Memphis, Millington, Tennessee.
