WALLACE, Circuit Judge:
Boone and others (developers) appeal from an order dismissing their antitrust and civil rights action against the Redevelopment Agency of the City of San Jose (agency), the City of San Jose, and the Koll *889Company (Koll). We have jurisdiction pursuant to 28 U.S.C. § 1291, and we affirm.
