TATEL, Circuit Judge:

Brad Williams refinanced his Washington, D.C. home with First Government Mortgage and Investors Corporation. Unable to make his monthly payments and threatened with foreclosure, Williams sued First Government, raising common law and both state and federal statutory causes of action. A jury found First Government liable under the D.C. Consumer Protection Procedures Act and awarded damages.
