The City of Sistersville, operating under a special charter, adopted an ordinance in the year 1933, which was .re-adopted in 1934 and 1935, imposing rates, fees and rentals for certain essential or special services under the alleged authority of Chapter 27, Acts of the Legislature, First Extra. Session 1933, amending Code 1931, 8-4-20. J.
