This case involves two contracts between Plaintiff Laudes Corporation (“Laudes”) and the Coalition Provisional Authority (“CPA”) to provide life support services at the Baghdad Public Safety Officer’s Academy (“BPSA”) in Iraq. One of the contracts (known as Phase II) was funded with appropriated funds of the United States, but the other contract (Phase I) was not.
