Appellant Texas Health Enterprises, Inc. d/b/a Terrace West Nursing Center (“Ter race”) sued appellee Texas Department of Health (the “Department”) in district court seeking judicial review of the Department’s decision to terminate Terrace’s Medicaid certification. The district court rendered judgment in favor of the Department, upholding the decertification, and Terrace appealed.
