POWERS, Justice.

Statewide Convoy Transports, Inc. sued the Texas Railroad Commission for judicial review of the agency’s final order granting a motor-carrier license to Interstate Adjust ers, Inc. The district court refused to reverse the order and Statewide appeals to this Court. We will affirm the judgment below. Texas Motor Carrier Act, Tex.Rev. Civ.Stat.Ann. art. 911b, §§ 5a(cHg), 20 (1964 & Supp.1988); Texas Administrative Procedure and Texas Register Act (AP-TRA), Tex.Rev.Civ.Stat.Ann. art. 6252-13a, §§ 19, 20 (Supp.1988).
