Pro se plaintiff-appellant Melda Turker appeals the district court’s dismissal of her civil rights lawsuit seeking equitable and monetary relief against various state officials on the grounds that the district court misread our decisions in Leaman v. Ohio Dep’t of Mental Retardation and Development Disabilities, 825 F.2d 946 (6th Cir.1987) (en banc) and Thomson v.
