MEMORANDUM OPINION
This matter comes before the court on the appeal of petitioner Ivan Hodge from a disciplinary decision of Dean Arthur A. Richards, Acting President of the College of the Virgin Islands (hereinafter CVI). Petitioner styled his original pleading “Appeal from Administrative Decision.” CVI responded by filing a motion to dismiss for lack of jurisdiction, arguing that there is no statutory authority for a direct appeal to the territorial court and that petitioner’s only remedy is by the issuance of writ of review, which the territorial court does not have jurisdiction to issue.…
