I. INTRODUCTION

This matter is before the court on an appeal from orders of the district court entered on February 5, 1993, and July 6, 1993, imposing sanctions on appellants Arnold Lev-in and Harris J. Sklar pursuant to Fed. R.Civ.P. 11. We will set forth the background of this case in detail as the issues should be considered in the context of both this case and the related litigation we will describe.
