DAVID R. LESLIE, Judge.
This is an appeal from a judgment wherein the trial court denied appellants’, Bruce Hay, et al. (Hay), claims for taking, violation of due process, violation of equal protection and violation of 42 U.S.C. § 1983. The trial court held that appellants’ claim for damages was not ripe because appellants did not exhaust their administrative remedies. The trial court further held that appellants’ claims were barred by laches because the relief sought is now difficult or impossible to achieve.
