This cause of action presents a problem of far-reaching importance.

Plaintiffs challenge the legality of a proclamation of the President of the United States which modified the rate of duty upon certain imported bicycles. The case naturally has a direct impact not only *110upon our domestic economy, but upon international trade as well, to the extent that both are affected by the dutiable status oí a commodity which is the subject of extensive importation, manufacture, and trade.
