Rosa G. Canias appeals through counsel from a May 17, 2004, decision of the Board of Veterans’ Appeals (Board) that determined she was not eligible for dependency and indemnity compensation (DIC) be cause her deceased spouse, Ignacio David Canias, did not have recognized active service in the Armed Forces of the United States for purposes of any law administered by the Secretary under title 38 of the U.S.Code.
