OAKES, Chief Judge:

Local 812, International Brotherhood of Teamsters, Chauffeurs, Warehousemen and Helpers of America, AFL-CIO (“Local 812”), seeks review of an order issued against it by the National Labor Relations Board (the “Board”), reported at 302 NLRB No. 38 (1991).1 The order2 requires, inter alia, that Local 812 cease and desist from the following unfair labor practices.
