Defendant, a convicted sex offender, appeals his conviction for failure to register his new address with a police agency within 30 days of changing his residence. ORS 181.599. He contends that, because he committed his underlying crimes before the effective date of the registration statute, the registration requirement cannot be applied to him retroactively and that, in all events, such retroactive application would offend constitutional protections against ex post facto laws.
