This Petition on behalf of three minor children requests reversal of an August 14,1992, order of the Circuit Court of Wood County granting Lonnie M., the father of the children (hereinafter “the father” or “Lonnie”), an improvement period. 1 The petition further requests reversal of an October 18,1993, order awarding custody of the two surviving children to the West Virginia Department of Health and Human Resources (hereinafter “DHHR”) but refusing to terminate the parental rights of the father.
