This case is before the Court upon the appeal of Peter A. Hendricks, guardian ad litem for Scottie D., Rebecca W., Patsy D., and Crystal D. 1 The appellee is Ronald D. In the action below, the West Virginia Department of Human' Services (DHS) petitioned the Circuit Court of Boone County to terminate the parental rights of Ronald D. and his wife, Joyce D., pursuant to W.Va.Code, 49-6-1 [1977]. 2 In that action, the appellant was appointed guardian ad litem for the infant children.
