This case arises from a contract dispute between Baistar Mechanical, Inc. (“Baistar”) and the United States (“the government”), acting through the Bureau of the Fiscal Service (“Fiscal Service”), for the Armed Forces Retirement Home (“Retirement Home”). The Fiscal Service, a component of the U.S. Department of the Treasury, provides procurement services to the Retirement Home on a reimbursable basis.
